Buhari Renews Dikio’s Appointment As Amnesty Programme Administrator



Milland Dikio has been reappointed as Interim Administrator of the Presidential Amnesty Programme by President Muhammadu Buhari for another one-year term.

The retired Nigerian Army Colonel was named PAP chief for the first time in August 2020.


According to a statement by presidential spokesman Femi Adesina, despite the hurdles, Dikio has “commanded universal respect” among Niger Delta stakeholders.

In August, retired Maj.-Gen. Babagana Monguno, National Security Adviser, denied he was in a fight with Dikio.


Monguno accused unscrupulous groups of sowing confusion, assuring the Amnesty International president of his “complete support and confidence.”

Former militant commanders accused some individuals in September of financing protests and petitions against Dikio.


They requested that Dikio be permitted to carry out his plans under the aegis of the Leadership, Peace, and Cultural Development Initiative (LPCDI).

The LPCDI, which represents 95% of first phase leaders, claimed there was a covert scheme to work against the South-South region’s collective interests and ex-agitators.


In a statement, President Reuben Wilson stated that the program had seen far too many leaders.

“This has resulted in the abrupt termination of the previous coordinators’ plans and initiatives, as well as a slowing of the speed of program implementation.”


“As a result of the changes, each coordinator began anew with new plans and projects, forsaking those of predecessors.” This has hampered PAP’s stability and administration significantly,” Wilson lamented.
